No, you do not require a construction certificate (CC) in order to obtain a complying development certificate (CDC).

In order to obtain a CDC, you will need to have design plans, a certificate of title, site plan, building specifications and structural plans.

Complying development certificates do have an expiry date, like most approvals. A CDC is valid for 5 years.

A complying development certificate will vary in cost, depending on the nature of the proposed project. A CDC will generally start from $1000 at the very least.
